SA: Four people killed on SA roads in one day

ADELAIDE, Feb 2 AAP - Police have called on drivers to exercise caution in the heatwave
conditions, after four people were killed in two separate incidents on South Australian
roads on Monday.

The deaths, which all occurred in the space of about 12 hours, have brought the state's
road toll to 10 - compared to five at the same time last year.

"It's unacceptable," traffic support operations inspector Tony Crameri told media on Monday.

Two pedestrians were killed at 1am (CDT) on Monday when they were struck by a black
Mercedes sedan in the middle of Kensington Road in Erindale, east of Adelaide.

Insp Crameri said the 52-year-old driver of the vehicle waited with the 32-year-old
man from Hallet Cove and 20-year-old woman from Pooraka for emergency crews to arrive,
but both of them died at the scene.

With skid marks visibly left on the road, Insp Crameri said he did not believe the
driver was intoxicated or speeding at the time and that he had been forthcoming in helping
police with their investigations.

It is understood the pair, believed to be in a relationship, had left a social gathering
at a work colleague's house not long before the incident occurred.

Police said they had been unable to determine whether the couple was crossing the street
or walking in the middle of the road when they were hit.

"Police are asking members of the public, especially in this hot weather, to be mindful
of pedestrians who may be out late at night trying to get relief from the heat," Insp
Crameri said.

"There was a lot more people on the roads, so we ask drivers to be a lot more vigilant
and take care around built-up areas where people may be visiting licensed premises."

With six consecutive days in Adelaide reaching more than 40 degrees, Insp Crameri said
people often became aggressive and fatigued during heatwaves.

In a separate incident, which left a further two people dead, Insp Crameri said he
believed inattentiveness had played a part.

"At this stage it is too early to determine the cause of the crash, however it is believed
that someone disobeyed a road sign," he said.

The accident, which occurred between a car and semi-trailer on Kapunda Road, north
of Adelaide, happened just after 11.30am (CDT).

"At this stage police have not been able to determine the ages or names of the deceased,"

Insp Crameri said.

It is believed the sedan involved in the crash had New South Wales licence plates.

The South Australian road toll last year went down by 20.2 per cent to its lowest level
in more than 60 years with just 99 deaths.

Not long after approving the reduction of exit fees for customers of cellphone companies, the Communications Ministry on Wednesday approved extending the measure to include exits from Internet, cable and fixed telephone contracts.

Under the new regulation, which will be voted on Sunday at the cabinet meeting, communications companies will be prohibited from collecting an exit fee of more than 8 percent of the average monthly bill multiplied by the number of months remaining on a customer's contract.
"There is no reason that a customer interesting in moving to another company to obtain benefits should be forced to pay a fine," Communications Minister Moshe Kahlon said. "With the passing of this law, a significant barrier will be removed that will help improve competition and that will give the consumer the freedom to choose without restriction and without fines."(c) Copyright Jerusalem Post. CANBERRA, Aug 30 AAP - A legal battle between two wagering firms and NSW racing authorities
has begun in the High Court.

Betfair says a 1.5 per cent turnover fee levied by Racing NSW reduces competition and
discriminates against interstate operators.

Counsel for Betfair, Neil Young QC, on Tuesday told the court the fee was not uniform
but in fact was discriminatory.

He said Betfair participated in a national market.

Betfair argues the turnover fee will affect its ability to operate because the company
is a low-margin operation that matches punters against each other.

The company then takes its commission from winning bets.

In March, both Betfair and Sportsbet were granted leave to appeal against a decision
by the Federal Court that they tender the fee as legislated.

Both firms say paying the fee on gross profit is a fairer way to operate.

The case continues.

MELBOURNE, Dec 3 AAP - A policeman in a confrontation with Tyler Cassidy would have
realised he was facing a "suicide by cop" situation after his attempts to subdue the Melbourne
teenager failed, a report has found.

Sergeant Colin Dods fired on Tyler, 15, after he found himself in a "precarious" position,
trapped on a stair landing and surrounded by objects, the report by a Victoria Police
Academy superintendent found.

Throughout the confrontation, Sgt Dods had continually assessed risks and options,
and his "outcomes were focused on minimal use of force", Supt Michael Williams said in
the report tendered in the Victorian Coroners Court on Friday.

Tyler was shot dead after he confronted police armed with two knives at the Northcote
skate park about 9.30pm on December 11, 2008.

Sgt Dods had initially sprayed Tyler with capsicum foam, but it proved unsuccessful,
the inquest heard.

Tyler fled into a park where there was "minimal lighting, vast open space and an uncertainty
of public presence".

Tyler was overheard on his mobile phone using phrases similar to "the cops are here
now", "someone is going to die", the inquest heard.

He then provoked police to shoot him, the court heard.

At this point, Sgt Dods sprayed capsicum foam at Tyler a second time, but the teenager
focused on him and kept advancing towards him, Supt Williams wrote.

Sgt Dods then tried to negotiate with Tyler and disengage him by walking backwards
up the stairs, the inquest heard.

Sgt Dods fired a warning shot, then fired at Tyler's legs.

"The ineffectiveness of the risk-control measure designed to wound the deceased is
likely to have confirmed Dods' assessment that the risk (hazard) was suicide by cop,"

Supt Williams wrote.

"The risk was further exacerbated by Dods being in a precarious elevated position surrounded
by obstacles which left him little opportunity for further disengagement.

"I believe it was only at this point (that) he assessed lethal force as his remaining
risk-control measure and subsequently deployed it."

Two other police officers involved in the confrontation, Senior Constable Richard Blundell
and Senior Constable Nicole De Propertis, also fired their weapons, the inquest has heard.

A fourth officer, Senior Constable Antonia Ferrante, was unable to fire because Sgt
Dods was in the way, the court has heard.

Only three minutes elapsed between their initial sighting of Tyler and him being shot,
meaning officers had to make split-second decisions under "extreme pressure", the report
said.

The inquest before State Coroner Judge Jennifer Coate resumes on December 14.

Qld: Officers spat on, attacked in two separate assaults

BRISBANE, April 28 AAP - Three people have been charged with seriously assaulting police
after two officers were allegedly spat on and attacked in unrelated incidents south of
Brisbane.

A police officer was seriously assaulted during an arrest in Sinclair Drive at Carole
Park at 3.30pm (AEST) on Tuesday.

Police say the male officer was investigating a separate matter when a 17-year-old
girl allegedly became verbally and physically aggressive.

"The girl allegedly spat in the Senior Constable's face before a 37-year-old woman
became involved and allegedly scratched the officer's chest, tore his shirt and gouged
his ear," police said in a statement.

The officer was treated at the Mater Hospital for his injuries.

The 17-year-old girl was arrested and charged with two counts of serious assault and
one count of obstruct police.

The 37-year-old woman was arrested and charged with one count each of serious assault
and wilful damage.

They have been held in custody and will appear in the Richlands Magistrates Court on Wednesday.

Meanwhile, police arrested a 16-year-old girl after she allegedly spat on an officer
at Woodridge on Tuesday night.

The female Sergeant was talking to the girl on Station Road at 8.40pm (AEST) when she
allegedly became verbally abusive.

The girl then allegedly lashed out at the officer punching her several times and spitting at her.

The girl was arrested and charged with on count each of serious assault and obstruct police.

She has been held in custody to appear in the Beenleigh Children's Court on Wednesday.

The petrol price has risen slightly as motorists adjust to a new price cycle.

Fresh numbers show the national average price of a litre of unleaded rose 0.4 cents
in the last week.

The cost of petrol is now a dollar 22 a litre.

In recent weeks the low point in the domestic price cycle has changed from Tuesday
to Thursday in some major cities .. leaving some motorists caught with an empty tank on
expensive days.

A group of concerned scientists has accused the South Australian government of rushing
into building weirs around the Lower Lakes region without considering the long term impact
on the River Murray system.

MIKE GEDDES .. from the University of Adelaide .. says the disasters predicted to be
caused by acid sulfate soils in the Lower Lakes and surrounding creeks haven't happened
yet.

He says the damage has been overstated by the government to justify the construction of weirs.

Mr GEDDES says the government's dealing with issues .. such as the acid sulfate soils
.. in isolation rather than focusing on the entire system.

He says the effects of acid sulfate soils could be mitigated by seeding .. planting
.. liming .. mulching and isolating hot spots.

One man died .. and another was injured when their chopper came down after hitting a power line.

DARWIN, April 18 AAP - At least one woman dies every two weeks during childbirth in
Australia, with large numbers of maternal deaths in Aboriginal communities being unreported,
according to new research.

The findings have prompted Charles Darwin University (CDU) researcher Associate Professor
Sue Kildea to call on the federal government to overhaul its maternal death review process.

Prof Kildea's study found that upgrading the reporting system was necessary to prevent
further avoidable deaths.

"We are not doing as well as other similar countries in this respect," Dr Kildea said
in a statement.

"The monitoring and reporting system needs to be strengthened in rigour ... .

"Despite being the marker of the health system's performance, maternal deaths appear
to have low priority in Australia due to poor resourcing and under-reporting of deaths
and indigenous status."

Co-authored by CDU's Professor Lesley Barclay, the research paper Making Pregnancy
Safer in Australia: the Importance of Maternal Death review found Aboriginal and Torres
Strait Islander women were more at risk of maternal death in Australia.

So too are women in rural and remote areas.

Prof Kildea said in Australia at least one woman died every fortnight as a result of
childbearing.

This emphasises the need for key professionals such as midwives, general practice obstetricians
and obstetric specialists to work within effective health systems, she said.

"Maternal death review is an essential component of any maternity service," Dr Kildea said.

"This study reinforces the need to further investigate Australia's review process,
and to allocate more resources to improve the quality, timeliness and capacity of maternal
death and severe maternal morbidity review in Australia."

SYDNEY, Dec 14 AAP - In The Australian incoming editor of Quadrant magazine Keith Windschuttle
praised the role of outgoing editor Paddy McGuiness for resisting the advance of politically
correct thought. For the 10 years while he was at Quadrant's helm, Windschuttle says McGuiness
championed open debate on politically hot issues such as aboriginal massacres and genocide
helping to create what became known as the history wars.

Windschuttle goes on to criticise the roles of former Quadrant editor Robert Manne
and large bureaucratic media organisations that in the 1990s allowed the views of the
left to gain ascendency.

He also warns that the debate about climate change has also been seized by the left,
and debate is once again being stifled and that Quadrant has a role to open this up.

The Sydney Morning Herald questions the need for the NSW government to pass special
legislation to manage the Catholic Church's World Youth Day. It also notes that the powers
of the legislation extend way past the event and that it activates an ancient Henry VIII
clause that allows the government, not the parliament, to make any changes. While Police
Commissioner Scipione said the laws were meant to protect sponsors and did not confer
extra powers on the police, the Herald suggests that perhaps the public's tolerance is
being tested too much

The Daily Telegraph warns against observers jumping to conclusions as to whether or
not former federal court judge Marcus Einfield is guilty of perjury. Despite a deputy
chief magistrate finding that the former judge had a case to answer in regards to perjury
over a speeding fine, The Daily Telegraph reminds us that he is still entitled to the
presumption of innocence.

The Financial Times reminds us that unpopular policies such as Keating's national competition
policy and economic reforms and John Howard's tough, but worthwhile work place reforms
are not always rewarded at the polls. It fires a warning shot to the Rudd government in
not being too hasty to unravel all of the Howard workplace and welfare to work reforms.

Quoting new employment figures that bode well for a large number of welfare to work candidates
it is concerned that people in this category could be hurt by any drastic changes to Work
Choices.



Melbourne's Herald Sun says in its main editorial today that the Victorian government
must spend its projected $842 million budget surplus "boldly, but also wisely".

With payroll tax and stamp duty combined expected to earn the government more than
$3.5 billion, and a hefty $1 billion to come from poker machine taxes, Victoria is experiencing
a boom that could have been even greater if not for the drought, the editorial said.

"Some concern has been expressed by the Opposition that despite rising revenues, net
debt is forecast to be $20 billion by 2011, although this figure does not dent the state's
triple-A rating," it said.

"Debt is not necessarily a bad thing, as long as borrowed money is used to build the
state. And there is much to be done."

Rural rail lines, roads, public transport in Melbourne, schools and the health system
all need attention, the editorial said.

"In years to come this may be looked on as a golden age with a once-in-a-generation
opportunity to invest in the future," it said.

"Premier John Brumby showed himself to be a cautious treasurer and he knows booms do
not last forever and revenues fluctuate, particularly from stamp duty.

"This tax bonanza must be spent boldly but also wisely, so that Victoria is in better
shape when tougher times roll around."

The Age newspaper says the Rudd government must relax laws government some asylum-seekers
that leave them living in limbo.

About 3,000 people living under the conditions of bridging visa E cannot earn a living
and do not have access to Medicare or income and housing support, leading them to work
illegally and risk detention or rely on charity, the editorial said.

The Rudd government has pledged to dismantle the Pacific solution, but the editorial
said the government needs to act with "equal haste" to resolve many other problems including
the bridging visas, which it said were "unfair" and "condemns many of those seeking protection
to poverty and homelessness, but denies them basic human rights".

Among the first steps should be to allow bridging visa E recipients the right to work
and access to medical and social security benefits, it said.

Australia has "a fundamental responsibility to ensure that those who are finally compelled
to leave these shores do so not as broken people, but as people who have been given every
opportunity to gather the financial resources and emotional strength needed to embark
on a fruitful life elsewhere".



Brisbane's Courier Mail says according to a paper just delivered by 17 world renown
marine scientists, the Great Barrier Reef could be dead before the end of this century.

The result of $20 million and three years studying the threat of greenhouse gas emissions
on the world's coral reefs, the paper said that the world's coral reefs are facing an
"emergency" that could lead to flooding, coastal erosion, loss of food and income from
reef based fisheries and tourism.

Praising the Rudd's government quick recognition of Kyoto, it also says that the government
is being sensible in not setting emissions targets before the delivery of the Garnaut
report next year. The editorial goes on to say that the Australian government deserves
full support for any practical steps it takes to help improve the management and protection
of the world's coral reefs.

There are three ''rats of the week'' on the home page of whosarat.com, a Web site devoted to exposing the identities of witnesses cooperating with the U.S. government. The site posts their names and mug shots, along with court documents detailing what they have agreed to do in exchange for lenient sentences.Last week, for instance, the site featured a Florida man who agreed in September to plead guilty to cocaine possession but not gun charges in exchange for committing to work ''in an undercover role to contact and negotiate with sources of controlled substances.''The site says it has identified 4,300 informers and 400 undercover agents, many of them from documents obtained from files available on the Internet.''The reality is this,'' said a spokesman for the site, who identified himself as Anthony Capone. ''Everybody has a choice in life about what they want to do for a living. Nobody likes a tattletale.''Prosecutors are furious, and the Justice Department has begun urging the federal courts to make fundamental changes in public access to electronic court files by removing all plea agreements from them - whether involving cooperating witnesses or not.''We are witnessing the rise of a new cottage industry engaged in republishing court filings about cooperators on Web sites such as www.whosarat.com for the clear purpose of witness intimidation, retaliation and harassment,'' a Justice Department official wrote in a December letter to the Judicial Conference of the United States, the administrative and policy-making body of the U.S. court system.In one case described in the letter, a witness in Philadelphia was moved and the FBI was asked to investigate after material from whosarat.com was mailed to his neighbors and posted on utility poles and cars in the area.A federal court in Miami has provisionally adopted the department's recommendation to remove plea agreements from electronic files, and other courts are considering it and experimenting with alternative approaches.John Tunheim, a judge in Minneapolis and the chairman of a Judicial Conference committee studying the issue, acknowledged the gravity of the safety threat posed by the Web sites but said it would be better addressed through case-by-case actions.''We are getting a pretty significant push from the Justice Department to take plea agreements off the electronic file entirely,'' Tunheim said. Stylianus Sinnis, a lawyer for Bucci, who is incarcerated, would not say whether his client was still affiliated with the site.Contacted by e-mail, Capone called a reporter at an arranged time. He would not provide his phone number but insisted that his name was authentic. He said Bucci was no longer associated with the site.The site itself says it is ''designed to assist attorneys and criminal defendants with few resources.''The site says that it ''does not promote or condone violence or illegal activity against informants or law enforcement officers.''Frank Bowman, a former prosecutor who teaches law at the University of Missouri, disputed that. NORTH BERGEN — The Vitamin Shoppe, a North Bergen-based maker of vitamins and nutritional supplements, said Wednesday that it had voluntarily removed its "Especially for Women" multivitamins from store shelves and its Internet sales site in light of allegations that the product contains trace quantities of lead in excess of California labeling requirements.

"In order to assure that we have all of the information needed, we have asked our contract manufacturer and an independent scientific lab to conduct separate tests," Chief Executive Tom Tolworthy said.

"Our efforts to more fully investigate these allegations have been hampered by the unwillingness of the company making the allegations to share its complete results and testing methodology with us."

The Vitamin Shoppe said it is offering full refunds. Customers can get further information from the company's toll free hotline, 866-293-3365.

NSW: Convicted terrorist expected to be sentenced today.

The first person convicted of planning a terrorist act on Australian soil is expected
to be sentenced today.

36-year-old FAHEEM KHALID LODHI was found guilty in June of three counts of planning
a terrorist act.

LODHI was accused of planning a bombing attack on the national electricity supply system
or three defence sites around Sydney.

The charges against LODHI carry a maximum sentence of life imprisonment.





During the seven-week trial .. the court was told that in October 2003 the 36-year-old
was planning a bombing attack .. motivated by violent jihad.

LODHI inquired about chemicals capable of making explosives .. and had instructions
for making explosives .. detonators and poisons .. in preparation for a terrorist attack.

He was also charged with acquiring two maps of the electricity grid and 38 aerial photographs
of military sites connected with preparation for a terrorist act.

LODHI pleaded not guilty to four terrorism related charges .. but the jury found him
guilty of three of the charges.

NSW: Death sparks call for greater caution on quad bikes

A 12-year-old boy has died in a quad bike accident on a New South Wales southern highlands farm.

The boy suffered massive head injuries when the trailer he was in .. pulled by the
quad bike .. overturned and rolled down an embankment.

The accident happened at the Jerrong property .. 30 kilometres south-west of Oberon
.. this morning.

SYDNEY, Dec 18 AAP - About one thousand people are rallying at Sydney's Town Hall calling
for peace and condemning race-fuelled violence sweeping the city.

About 2,000 police officers are on duty today at Sydney's eastern, southern and northern
beaches to try and prevent a repeat of last Sunday's outbreak of race riots at Cronulla.

More than 900 protesters assembled outside the Town Hall at about 1pm (AEDT) to denounce
racism and what they said was the media's role in provoking the riots.

They said they were also demonstrating against governments' handling of the violence.

Unite Against Racism Rally organiser and National Union of Students (NUS) anti-racism
officer, Osmond Chiu, 19, said today was about uniting in opposition to a racist Australia.

"The riots have drawn attention to the racism in this country," Mr Chiu said.

"I am shocked and appalled by what's been happening, I never fathomed anything of this
scale, that such violent racist clashes, could happen here."

Mr Chiu condemned some media and political leaders who he said may have fuelled the riots.

He was particularly critical of Macquarie Radio for "spreading word about the wave
of text messages this week that urged further race-based attacks".

Mr Chiu also called on Prime Minister John Howard to admit the existence of racism in Australia.

"John Howard, the leader of our country, has denied that racism played a part in the
week's violence," Mr Chiu said.

"He needs to admit that racism played a big part in what happened.

"Only when that happens can we go back to building a tolerant, accepting and diverse society."

Mr Chiu said today's rally was about promoting an understanding and an all-embracing country.

"The rioters have been dividing people into `Aussie', or `Lebanese', but a lot of Lebanese
are born in Australia and have just as much right to be here as anyone else," he said.

"We are all Australians and we should never forget that."

The demonstrators then marched to Belmore Park, in the CBD's south, for another rally.

NSW: Man has lucky escape when ultralight plane crashes

SYDNEY, Aug 15 AAP - A man has escaped injury after his ultralight plane crash landed
in the NSW south coast.

Police say the plane was one of three aircraft which left Jaspers Brush yesterday morning
headed for Point Perpendicular and back.

The pilot of one of the aircraft experienced engine difficulties about 12.20pm (AEST)
yesterday when the trio were making their return.

The motor stalled and the aircraft fell about 30 metres into waist-deep water on Culburra
Beach, Shoalhaven.

The 49-year-old Dapto man piloting the aircraft was unscathed and salvaged the plane
with the help of two people on the beach.

MELBOURNE, April 8 AAP - The widow of fugitive Australian businessman Christopher Skase
has won her bid to renew her Australian citizenship.

The commonwealth Administrative Appeals Tribunal (AAT) in Melbourne today overturned
a federal government decision not to grant Pixie Skase, whose real name is Jo-Anne Nanette
Skase, Australian citizenship.

The federal government immediately said it would considering launching an appeal.

Mrs Skase returned to Australia last November after fleeing overseas with her husband
in 1991 when his business collapsed with personal debts of $170 million and corporate
debts of $1.7 billion.

She lost her Australian citizenship in mid-1998 when she became a citizen of the Dominican
Republic.

In interviews with the media that year, Mr Skase compared giving up his citizenship
to throwing away a pair of "smelly socks" and his wife vowed she would never return to
Australia.

"I loved Australia and would like to think that one day we would visit, but the attitude
towards us is so tragic I don't think we possibly could (return) ... We will never go
back," Mrs Skase said at the time.

Mrs Skase, 53, applied to have her Australian citizenship reinstated in mid-2002, stating
she did not know that taking out citizenship of another country would affect her Australian
citizenship.

However, Citizenship Minister Gary Hardgrave refused the application last August.

In overturning that decision today, AAT Deputy President Stephanie Forgie said she
was exercising her discretion to allow an Australian to have citizenship of two countries.

Ms Forgie said it was important that Mrs Skase not be punished for the sins of her
husband, "perceived or otherwise", but that her application be judged on its own merit.

She said Mrs Skase's reasons for refusing to return to Australia were out of loyalty
to her husband.

"It is common knowledge that a considerable number of people suffered losses as a result
of the collapse of Qintex and who, unlike Mrs Skase, do feel that Mr Skase was a `goddam
(sic) crook'," she said.

"What is important in this case is that feelings of rancour or distaste for the activities
of her husband or views about the benefits she has gained do not cloud the issues in this
case."

Mrs Skase's solicitor, John Gdanski, said his client was out of the country and had
not been told of the decision. She is understood to be in London with her daughter.

"Her only comment would be that the judicial system got it correct," Mr Gdanski said.

"We have faith in the judicial system once again."

Mr Gdanski would not comment on Mrs Skase's future residency plans, or whether she
planned to return to Australia to live permanently.

Citizenship Minister Peter McGauran said the government was "deeply disturbed and disappointed"

with the tribunal's decision and would consider appealing it.

"If there is any basis in law for appealing we will take it," Mr McGauran said.

Mr Skase died in Spain in 2001, aged 53, after fleeing Australia 10 years earlier.

He refused to return to face charges that he misused $19 million of his company's funds.

why my family and i love the ipad.

I have the iPad 32GB, with Wifi and 3G. I use it mostly for business on the go. Instead of taking notes on paper in meetings I touch type them on the iPad and I can e-mail the notes to myself and others.

As a designer, I often sketch ideas as I have them so I use the Adobe Ideas app to roughly draw my ideas and they are saved, exportable and easy to manage.

I also have access to the internet, my e-mail and calendar, and find catching up on my e-mail or my online reading in bed at night a far more enjoyable task on the iPad than on my laptop because of the rich experience, one-task-at-a-time approach and comfort of holding a lightweight device.

There are some great social apps that I use such as Facebook, Twitter, FourSquare and Skype. Sometimes I use my iPad in the kitchen because I have fabulous recipe apps.

I get a lot of entertainment out of my tablet - it has my music, books and movies as well as games. When I buy digital media, it saves me physical space in my house, although if I read a good book, I can't pass it on to a friend.

I have two young children - Darcy is two and Ronan is five and they are able to use and play with the iPad even though neither can read. We have some arcade games like Pacman, board games like Uno, chess and checkers, then some of the latest games like Lego NinjaGo and AngryBirds. The interactive books for kids like Toy Story and Alice in Wonderland are simply amazing. My boys give it a solid "cool" rating.

My younger brother, Gabriel Gibbon,11, just parted with his life savings for an iPad 2. "I like the different apps, in particular games as there are so many options," he says. "My best so far are Angry Birds, Hungry Shark and Smurfs.

"I mainly use my iPad for games and searching the internet, and I'm just starting to use e-mail. When I'm older I'll get on to Facebook."

I take my iPad when we travel as a family. It saves me packing books and games for the kids. If we get stuck somewhere and they are bored, they can watch a movie.

What I love about my iPad is the ability to have so many features and functions available on the go and how it fits into and improves my everyday life. As a result, I have decided to give up my laptop and switch to a more powerful desktop computer with a larger screen.

The iPad is a truly incredible piece of technology, design, innovation and usability. At a price similar to the cost of some cellphones, I think it is worth investing in if you can.

7 July 2011 -- Some 14% of British household and business broadband users are experiencing download speeds that are much lower than the government's goal on Internet access, the Financial Times reported, citing the results of a recent survey.

The survey conducted by Ofcom, the telecoms regulator, found that at the end of 2010 the download speeds of 14% of broadband users were below 2 Mb/s, the minimum speed that allows the watching of video over the Internet.

Ofcom's survey also showed that subscribers in urban areas had much higher download speeds than those in rural areas. Cities such as London, Bristol and Edinburgh scored well in Ofcom's review, while rural areas such as County Durham, Cumbria and Herefordshire offered the lowest speeds.

The survey is likely to be used by local authorities in their bids for up to GBP830m (USD1.3bn/EUR926m) in public funding for boosting broadband services.

HP Selected to Modernize Guam's Court Case Management System.

SPRINT TO CREATE ENHANCED CELLULAR NETWORK FOR DANFORTH CAMPUS USERS.

ST. LOUIS, MO -- The following information was released by Washington University in St. Louis:

Sprint will deploy an enhanced in-building and campus cellular network that enables those with Sprint phones and mobile devices to have seamless voice and data connectivity throughout the Danforth Campus, announced Andrew D. Ortstadt, associate vice chancellor for information services and technology.

The new on-campus network is scheduled to debut in the fall of 2011 and will include 58 Danforth Campus facilities. The network is specifically designed to support cellular service inside buildings, basements, tunnels and other spaces that typically do not receive a strong cellular signal.

Service from other cellular carriers, such as Verizon and ATandT, will not be disrupted or affected by the new Sprint network.

"Washington University students, faculty and staff increasingly rely on mobile devices for voice, data and applications," Ortstadt says. "With Sprint's new on-campus network, highly reliable cellular services will be available in nearly all Danforth Campus buildings and interior spaces.

"This level of cellular service means that students can reliably use their Sprint smart phones to make calls, text and access Internet resources while on the Danforth Campus," Ortstadt says. "University and security staff can also rely on their Sprint devices when they work in lower levels of buildings and other hard-to-reach places.

"Over time, we will have the opportunity to expand this level of service to other carriers in targeted areas," Ortstadt says.

When it is deployed this upcoming fall, the new on-campus network also will allow Sprint customers to use the Sprint data network as an alternative to the university's WiFi network for Internet access, easing the demand on the university's WiFi. Ever-increasing demands for Internet access are a continuous challenge for the university's network team, Ortstadt says.

WUSTL selected Sprint among other wireless carriers to create an on-campus network because it offered the most innovative plan and best overall value for its services, says Jan Weller, assistant vice chancellor for information services and technology.

The university's Offices of Information Services and Technology and Facilities Planning and Management will work closely with Sprint to ensure network infrastructure does not detract from the campus' architectural and historic feel or interfere with sensitive research equipment.

"Sprint brings extensive experience in designing and deploying in-building and campus networks and a variety of application solutions that will blend with the Washington University in St. Louis' environment and create new value for a highly mobile population," says Tim Donahue, Sprint's vice president of industry solutions.
